Stocked between its trade mission and its social responsibility towards gambling, Lotto-Quebec casino can’t propose an increase in supply of the game in its Strategic Plan in 2010-2013. The casino doesn’t envisage new establishment neither new casinos gambling rooms. In its planning document, the Crown Corporation told its discomfort about this regard, remembering the intense debate that led to the scrapping of the proposed relocation of the Montreal Casino. “The maintaining of the balance between economic mission and social responsibility has become even more difficult to achieve, and for the next few years, the context will continue to exert considerable pressure on the mission of Lotto-Quebec” this is what we can read in the plan. The Crown Corporation suggests reviewing its objectives and to focus on its primary mission is to ensure a safe and controlled environment for the conduct of gambling.
